<p>The owner must also display in public view a marketing sign with information on how to<br />
obtain an application for an apartment. The marketing sign should be displayed upon<br />
commencement of the marketing period and remain until the conclusion of the<br />
marketing effort.</p>

<p>In fulfilling its mandate to enable poor rural people to overcome poverty, IFAD deals with many types of knowledge. The most critical knowledge for IFAD is related to “development practice”. It is embedded in IFAD-sponsored programmes and projects, its staff and partners and, more broadly, in the development community working on issues of rural poverty and rural development, including poor rural people and their own organizations (for example, rural community and farmers’ organizations).</p>
<p>This knowledge management strategy is one of the key deliverables of IFAD’s Action Plan for Improving Its Development Effectiveness, approved by the Executive Board in December 2005. Its aim is to provide IFAD with the framework and tools required for development effectiveness in a context of dramatic transformations that are changing the face of world agriculture and of rural poverty. Changing realities on the ground mean that IFAD will need to become more agile, devise appropriate innovations and improve its systems and its institutional readiness for more continuous learning and sharing. It is in the sense of improving its learning from development practice that IFAD will increasingly become a knowledge- based organization.</p>
<p><strong>Knowledge management – vision statement</strong><br />
 IFAD is the only international development institution established exclusively to contribute to reducing poverty and food insecurity in the rural areas of developing countries.</p>
<p>Within the scope of this unique mandate, IFAD will strive to be a learning organization. It will learn systematically and collectively from its own projects and programmes, and from the experience of its partners, particularly poor rural people, in order to deliver high-quality services and to enable its partners to find innovative ways to overcome poverty, and to use the knowledge acquired to foster pro-poor policy reforms. IFAD will share information and knowledge related to rural poverty in order to promote good practice, scale up innovations and influence policies, thus positioning the fight to reduce rural poverty as a global, regional and national priority.</p>

<p>Project Managers have wonderful tools, many from Project Management Institute, to review and evaluate their abilities and progress: § The Guide to the Project Management Body of Knowledge provides a classification system for the knowledge of the profession § Project Management Experience and Knowledge Self-Assessment Manual provides a self-test to quantify experience and knowledge levels § Books and articles on specific tools and techniques, including Earned Value, Critical Chain, Risk Management, and many others § General textbooks on Project Management, providing an overview of all critical techniques and specific training in popular techniques § The Project Management Professional (PMP©) exam and certification, to clearly identify certified members of the profession These tools are wonderful for someone who belongs to the profession and who wants to increase his or her skills, or document his or her credentials. These tools neglect two important groups, though: § The potential Project Manager § The experienced Project Manager, having second thoughts about the profession Their focus is not external; they are not concerned with credentials and specialized skills. Their focus is internal; they are concerned with the nature of the profession. They are asking how it matches their own skills and interests.</p>
<p>Take a look at standard job-hunting and personality-assessment tools. There are literally hundreds of systems and techniques. Two of the most popular are Richard Bolles’ hierarchy of skills, popularized in What Color Is My Parachute?, and the personality profiles of Meyer-Briggs Type Indicator (MBTI©). Neither tool provides a quick and easy answer. Both, however, provide clues and guidance when answering questions like: § What basic skills do I lack, and will they interfere with my work? § What non-Project-Management experiences will help a person be a good Project Manager? § What are my strongest skills, and will I exercise them daily? § If I become a Project Manager, what style of management would I tend towards? § What organizations will best reflect my own values and complement my personality? Where will I “fit in”? § Why are certain parts of the job so difficult for me? § How can I grow into the job? What training or experiences will help? These difficult questions are never easy to answer. For anyone reflecting on their own career or acting as a mentor, the tools can be a first step, sparking creative ideas, constructive conversation, and concrete plans.</p>
<p>Skills Assessments</p>
<p>A skill assessment is one of the best places to start, when matching a person to the Project Management career. For this paper the term “skill” means basic skills that transfer between jobs. “Skill” excludes domain-specific skills and knowledge. Writing a project charter, identifying relationships in a network diagram, and writing a status report are all critical to the Project Manager job, but they are specific to the job. Imagine a non-Project Manager describing their skills and experience, and the critical skills that would apply to Project Management.</p>
<p>Skills with Data Data is the life-blood of the Project Manager. Every day, the Project Manager must gather and analyze data about project deliverables and project activities. “Analyzing” is a minimum skill level for the aspiring Project Manager. Often the job also calls for coordinating multiple sources of data and coming up with innovative approaches to problems. Synthesyzing data, combinging multiple pieces of information into a consolidated, single theory or explanation is also critical to the job.</p>
<p>The Project Manager operates at the “analyzing” level on a daily basis, and a “synthesizing” level at key decision points throughout the project. Smaller projects might allow the PM to operate at the “analyzing” level for a long period of time, but large, complex project will consistently need “synthesis” to be successful. High-level skills with data are a definite indicator of Project Management success.</p>
<p>Skills with People The only thing more important to the Project Manager than data is people. People skills should be at the highest level for any Project Manager. The job description typically focuses on the “supervising” level of skills; most of us count the number of people we manage when describing our jobs. “Supervising” is not the highest level skill, though. Instructing, negotiating, and mentoring are more difficult skills to master. The ideal Project Manager enjoys the negotiation problems that most people hate. Many successful PMs actually enjoy haggling on the price of a car, for instance, and relish the opportunity to try to get better contract terms from a vendor. Being a negotiator is an essential job requirement. (Adams, 79)</p>
<p>It is possible for a Project Manager to avoid mentoring. Some matrix organizations have department managers responsible for Serving, Helping career development and advice, leaving the PM in charge of only Low project issues. To build a solid project team, though, the Project Manager should be able to act as mentor to the team members. Effective team building also requires the Project Manager to diffuse difficult personel conflicts and to identify skills development needs within the team. These activities require “negotiating” and “mentoring” skills.</p>
<p>The most critical skill of all for a project manager is communication; according to one source, Project Managers spend 90% of their time communicating. (Mulcahy, 121) It appears as a low-level people skill as “speaking”. Remember that all high-level skills depend upon the ones below them. Persuading, Supervising, Negotiating, and Mentoring all depend upon strong communication skills. A strong Project Manager will have experience communicating in a variety of ways, including speaking, writing, one-on- one, in large groups, formally and informally. Listening skills are also implicit in the higher-level people skills. Success requires not just expressing ideas, but hearing and reading ideas, then reflecting them back to many audiences. “Communication” does not appear directly in the hierarchy, but it is implicit in all the people skills.</p>

<p>I. INTRODUCTION In accordance with Section VIII of the PDUFA III Reauthorization Performance Goals and Procedures, the CDER/CBER Risk Management Working Group is drafting guidance for industry on the development, implementation, and evaluation of drug and biological product1 risk management programs. This concept paper is intended to facilitate public discussion on the content of the draft guidance by outlining FDA&#8217;s proposed approach and requesting comment. Specifically, this concept paper presents FDA&#8217;s preliminary thoughts on:</p>
<p>Risk management is the overall and continuing process of minimizing risks throughout a product&#8217;s lifecycle to optimize its benefit/risk balance. Risk information emerges continuously throughout a product&#8217;s lifecycle, during both the investigation and marketing phases through both labeled and off-label uses. FDA considers risk management to be a continuous process of (1) learning about and interpreting a product&#8217;s benefits and risks, (2) designing and implementing interventions to minimize a product&#8217;s risks, (3) evaluating interventions in light of new knowledge that is acquired over time, and (4) revising interventions when appropriate. B. What aspects of risk management are addressed in this concept paper? This concept paper defines and discusses risk management programs and submissions. Risk management programs are one result of the overall process of risk management planning, which also encompasses good risk assessment and pharmacovigilance. These latter two topics are covered in separate concept papers entitled: (1) Premarketing Risk Assessment, and (2) Risk Assessment of Observational Data: Good Pharmacovigilance Practices and Pharmacoepidemiologic Assessment. C. What is risk management planning? FDA proposes that the sponsor of every product submitted for approval consider how to minimize risks from the product&#8217;s use. Risk management planning generally encompasses all efforts by a sponsor to minimize the risk from its product&#8217;s use and may include product labeling, risk assessment, pharmacovigilance, and special studies or interventions. All products have some kind of risk management planning. For most products, traditional risk management planning consists of professional product labeling (i.e., the package insert or PI) and postmarketing surveillance. However, the PI alone is not always sufficient to minimize a product&#8217;s risks. In these cases, FDA proposes that sponsors submit a risk management program (RMP) as defined below. D. What is a risk management program (RMP) and what are its goals and objectives? FDA is defining a risk management program (RMP) as a strategic safety program designed to decrease product risk by using one or more interventions or tools beyond the package insert.2 Examples include (1) specialized educational materials for health care practitioners or patients, (2) processes or forms to increase compliance with reduced -risk prescribing and use, and (3) systems that modify conventional prescribing, dispensing, and use of the product to minimize specific risks.</p>

They are facing the prospect of having to lay off workers, cut back operations or close their doors altogether, even if they have healthy balance sheets and operations.</p>
<p>Barack Obama supported the recent financial market rescue legislation to prevent a financial and economic catastrophe. However, Barack Obama understands that passing this rescue plan was not the end of our work to strengthen our economy – it was only the beginning. While the financial market rescue plan is designed to unfreeze credit which will indirectly benefit small businesses, Obama recognizes that small businesses need direct and immediate access to capital now. Today he called for a Small Business Rescue Plan to help small firms get the loans the need to conduct day-to-day operating expenses, undertake short-term investments, and meet payrolls. The plan will use the tools we have available through the Small Business Administration to aggressively extend credit to struggling firms, while providing tax cuts for small businesses to encourage job creation. With small businesses responsible for more than two-thirds of new job creation, this plan is vital to stemming job losses and turning our economy around. Obama’s small business plan includes:</p>

<p>A Nationwide Emergency Lending Facility for Small Businesses: Just as we did in the wake of 9/11, when businesses all around the country were facing economic injury, Barack Obama is calling for the Small Business Administration to directly lend to small businesses that cannot access other sources of capital. The facility will be run through the Small Business Administration’s (SBA) Disaster Loan Program, which is designed to offer affordable, fixed- rate loans to small firms to meet operating expenses, undertake needed short-term investments, or to refinance debt. Loans should be available on an expedited basis, so that firms can access the credit needed to meet their operating expenses immediately.</p>

<p>Expanding Small Business Administration Guarantees to Encourage Private Lending to Small Businesses: Obama is calling for expanding the SBA’s key loan guarantee programs – 7(a) and 504 – by temporarily eliminating fees for borrowers and lenders and increasing the guarantee rate on private loans. These steps will give lenders new incentives to lend and help unlock credit for small firms. It will send a clear signal that the government is standing with small businesses and ensuring sources of loans.</p>

Obama will give small businesses additional incentive to make investments and start creating jobs again by providing temporary business tax incentives through 2009. The February 2008 stimulus bill increased maximum section 179 expenses to $250,000 but this expires in December 2008. This provision will encourage all firms to pursue investment in the coming months, but will benefit small firms in particular, who generally have smaller amounts of annual property purchases and so choose to expense the cost of their acquired property.</p>
<p>Increase Access to Capital: Small businesses everywhere are suffering the effects of the current credit crunch. As a result, many creditworthy businesses are unable to secure loans and grow their businesses. Obama will work to help more entrepreneurs secure both traditional and alternative means of financing, expand the network of lenders, make interest rates for SBA loans more competitive with the private sector, and simplify the loan approval process. The Obama administration will also work to ensure that federal small business contracts are not diverted to large businesses, to eliminate fraud, ensure accurate and reliable data, end contract bundling, and ensure appropriate treatment of subcontractors.</p>
<p>Reinvigorate the Small Business Administration: The SBA can and should be an effective tool for the vitality and growth of our small businesses and, more broadly, our economy. The Bush administration has decimated the budget of the SBA, and Republican administrations have been trying to dismantle it since the 1980s. Since 2001, the SBA’s budget has been cut more deeply than any other federal agency. Barack Obama pledges to restore the SBA’s budget, strengthen its institutional capacity, and ensure that the small business community plays a vital role in government policymaking.</p>
<p>Create a National Network of Public-Private Business Incubators: Barack Obama will support entrepreneurship and spur job growth by creating a national network of public-private business incubators. Business incubators facilitate the critical work of entrepreneurs in creating start-up companies. They offer help designing business plans, provide physical space, identify and address problems affecting all small businesses within a given community, and give advice on a wide range of business practices, including reducing overhead costs. Business incubators will engage the expertise and resources of local institutions of higher education and successful private sector businesses to help ensure that small businesses have both a strong plan and the resources for long-term success. Obama will invest $250 million per year to increase the number and size of incubators in disadvantaged communities throughout the country.</p>
<p>Promote Small Business Ownership in the Communications Industry: Barack Obama joined Senator John Kerry (D-MA) in calling on the Federal Communications Commission (FCC) to immediately address the issues of minority, women and small business media ownership before taking up a second review of wider media ownership rules. Obama has continued that fight by urging the FCC to establish an independent panel on minority and small business media ownership. As president, Obama will support efforts to achieve diverse media ownership, particularly in an era of increased media concentration.</p>

<p>Expanding opportunity through asset build- ing can help less-advantaged families by raising living standards and generating pre- cautionary savings. Public and nonproﬁt communities that encourage opportunity should pursue policies that help low- and moderate-income families build up their human, physical, and ﬁnancial assets. How- ever, not all asset-building policies can or should be pursued. It is imperative that the government and philanthropic communities, with their limited means, ﬁnd programs and policies that increase the welfare of low- income families, but are cost-effective. In this light, Urban Institute researchers have initi- ated the Opportunity and Ownership Project. Small business and microenterprise are especially important, but challenging, com- ponents of the Opportunity and Ownership Project’s agenda. This brief highlights the</p>
<p>expert roundtable discussion to explain the difﬁculties with small business and micro- enterprise, examines strategies and programs used to promote them, and offers recommen- dations for priority research and policy.</p>
<p>Small Business and Microenterprise: Why Are They Important?</p>
<p>Small business and microenterprise are important because of their role in the econ- omy, their role in the American Dream, and their economic development and self- sufﬁciency objectives. Part of the American Dream is ﬁnancial security, and starting a small business provides a pathway for opportunity and achievement. Entrepre- neurial spirit is highly valued in America, partly because a successful small business will endure for generations to come. In the United States, nearly all businesses are small (over 99 percent have fewer than 500 employees, ﬁgure 1), and small busi- nesses employ half of all workers (ﬁgure 1). Promoting small businesses, especially microenterprises (the smallest businesses), has proven to be a popular antipoverty strat- egy overseas. International microenterprises, such as those funded by the Grameen Bank of Bangladesh, generate income in places where ﬁnding employment is difﬁcult. Not surprisingly, the different setting for microenterprise programs in the United States brings different obstacles, such as a population with less self-employment expe- rience, higher training and start-up costs, and complex regulatory barriers.</p>
<p>The objectives of small business and microenterprise programs—economic devel- opment, job creation, and self-sufﬁciency— make them different from other antipoverty programs. We require more from them than we do of traditional welfare programs, which often have redistribution or a mini- mum consumption level as their goals. Small business and microenterprise programs, on the other hand, are potentially efﬁcient ways of helping people help themselves. If the ownership society is to be expanded, small business and microenterprise are a natural, but not necessarily easy, place to start.</p>
